New Solid Waste Collection Rates

Solid Waste is one of the many services provided to the citizens of Franklin. Current service rates do not cover the full cost of providing this service. The General Fund subsidizes residential solid waste service by allocating funds each year to cover the difference between revenue generated and the expense of operating the service. In FY 2009, the subsidy is projected to be $3.2 million.

To help offset the true cost for garbage and refuse collection, rates have increased effective 7/1/08. This amount will be reflected on your bill received in August.

The new residential rates for once per week curbside service are $9 per month for the first container; $3 per month for each additional container.

Commercial solid waste collection rates have also been increased. Please call our Solid Waste Department at (615) 794-1516 for new commercial rates.

When preparing your solid waste collection, please remember:

  • Only City-provided Containers will be serviced. Privately-owned trash cans will not be emptied.
  • All household refuse must be BAGGED and placed INSIDE your container. Household refuse outside of the 90-gallon container will not be picked up.
  • Brush and limbs, cut by the homeowner, will be collected if the length of branches is no longer than six (6) feet. Trunks or limbs of trees measuring six (6) inches or more in diameter must be cut into pieces no longer than two (2) feet.
  • Cardboard boxes must be broken down and laid flat at curbside, at least three (3) feet from the rollout container.
  • Yard waste (including leaves) and grass clippings must be placed in biodegradable paper bags at least three (3) feet from the rollout container.
  • Residential bulk service will still be provided at no additional fee. This includes:
    • “White goods” including stoves, refrigerators, freezers and window air conditioners, not installed by a commercial establishment
    • Bulky items, including furniture, small appliances (microwaves, televisions), lawnmowers (with the fluids drained) and mattresses

There are special services available for elderly or disabled residents. For information on these programs, please call (615) 794-4572.

For questions on the rate increase, please call the Solid Waste Department at (615) 794-1516.

Changes in Your Solid Waste Collection

Beginning June 1, 2008, our department will begin servicing residential customers as defined in the City of Franklin Municipal Code (Title 17: Refuse & Trash Disposal). A copy of the Code is available, in its entirety, within the "Government" tab of our website. To summarize, the following rules will now be enforced:

  • Only City-provided Containers will be serviced. Privately-owned trash cans will not be emptied.
  • All household refuse must be BAGGED and placed INSIDE your container. Household refuse outside of the 90-gallon container will not be picked up.
  • Grass clippings must be BAGGED in BIODEGRADEABLE PAPER BAGS and placed at least two (2) feet from your rollout container.

Efficiency of our automated and semi-automated daily operations depends on help from you, our customer. If you have any questions, please contact our office at (615) 794-1516, between the hours of 7:00 am and 4:00 pm (Monday through Friday), visit our Solid Waste FAQ page, or you may e-mail your question to solidwaste@franklin-gov.com.

Information Regarding Solid Waste Disposal

The City of Franklin provides solid waste disposal service to customers within the city limits of Franklin. There is a fee charged to the customer to pay for the cost of disposal of solid waste at a properly licensed landfill.

  • Residential customers pay $9 per month for the first container; $3 per month for each additional container.
  • Residential bulk service is provided at no additional fee. This includes yard waste, green waste and large items such as stoves, dryers, and some other appliances. A separate truck picks up these items on your regular trash pickup day.
  • Construction demolition waste is prohibited from collection by the City.
  • Unauthorized used of containers other than your own is prohibited by law.
  • Apartment complex fees are based on the commercial rate for dumpster service.
  • The City will furnish one roll out container for each home. If you need additional containers, you may purchase them for $75.00 per can. The City has the right to deny this type of container or number of containers to a customer depending on the location of the business or the area in which the container will be located.

Commercial customers have the following options:

  • If you have a dumpster that you own or lease from a disposal company, you may request the City of Franklin to service that dumpster for a fee listed on reverse side. The City does not furnish dumpsters and reserves the right to refuse service.
  • Commercial customers have the option of contracting with a private firm to dispose of their solid waste.
  • If you are a commercial customer and you choose for the City of Franklin to provide your disposal service, you must complete an application. Even though you move into a location that already has a rollout container at the site you still need to complete an application for billing purposes.
  • In the event that you move, you need to notify the billing office that you are moving and give us a forwarding address to send your final bill.
  • Bills are mailed approximately the 1st of each month for the prior month’s service.
  • Commercial accounts that have dumpster service are billed a separate bill by the water department, not included on your water bill.
