The City of Franklin offers the citizen/customer the opportunity to pay for services using different payment methods as follows for both utility payments and property tax payments.  An additional option is also available for recurring utility service payments.

  1. Online Banking payments - The customer uses their online banking tool to push the payment to the payee each month; there are no fees by the City but the customer's bank may charge a fee; this is not truly electronic and there can be several days before the City receives the funds; the customer's account is credited the day the payment is received by the City; the customer has to input the amount to correspond to the amount owed.
  2. Lockbox - The City uses a third party processor to process payments mailed to the remittance address; the customer may remit payment by check using the remittance envelope provided by the CIty; this involves time and postage cost by the customer;  the customer's account is credited the day the payment is received by the city; the mail time can be significant (allow 7 - 10 days for delivery the mail); this is the familiar method for a significant number of customers.
  3. Online Web Pay - Using this site (link below) the customer uses the City's partner to accept and process the payment; the third party processor charges a convenience fee; the customer's account is credited the day following payment.
  4. Drop box - The City has a drop box on 2nd Avenue between the parking garage and St Phillip's church where customers may drop off payments 24 hours a day; there is no fee; the customer incurs time and travel expenses; the customer's account is credited the same day if dropped off by 8:00 a.m.; payments mailed to an address other than the remittance address on the envelope provided with the bill are processed thru the drop box.
  5. Office - The City maintains a Customer Service Desk from 8 a.m. to 5 p.m. to accept face-to-face transactions; customers have their account credited the same day.

In addition, utility customers may pay using Automatic draft. The customer completes a draft application and the City will automatically draft the amount due on the last day to pay; the customer's account is credited the day of the draft; there are no fees charged for this; there are no late fees; there are no postage or time on the part of the customer; customer continues to receive statement each month.

ONLINE PAYMENTS - For payments made online using our third party provider, a small service fee is charged for this convenience. Payments can be made online for:

PHONE PAYMENTS - The City uses a third part to process payments using an Interactive Voice Response (IVR) application.  Utility payments can be made by calling the operator at (866) 696-1916. Both online and phone methods use encrypted software to provide payee security.

METHODS OF PAYMENT - Customers may pay by cash, check, money order, or cashier's check.  In addition, online/IVR payments may be made by credit card or echeck. 

DISHONORED PAYMENTS - Should a payment be dishonored, then the customer is subject to additional fees in accordance with State law.
